The number worth carrying, though, is the other one. FEMA reports that from 2014 to 2024 nearly one-third of National Flood Insurance Program claims came from outside high-risk flood areas (FEMA, checked 2026-08-31). The mapped band is drawn for insurance and lending purposes, and water has never read it.

Two things follow from that for a homeowner here. The first is that being outside the high-risk band changes what a lender requires and not what the weather does. The second is that FEMA also notes most homeowners and renters insurance does not cover flood damage at all (FEMA, checked 2026-08-31), which is the single most common unpleasant discovery after a storm. The two failures are the same every time.

The first is closing the wall too early. Framing, sill plates and the underside of a subfloor stay wet long after a floor is walkable, and drywall wicks upward so the wet band runs higher than the visible line. The second is treating outside water as though it were clean water. It ran across ground, driveways and gardens on its way in. Carpet, pad, particleboard and insulation that took it are generally a loss however they look once they have dried out.
